県動物愛護指導センターの男性職員（50）が自殺したのはパワーハラスメントを受けたためだ、とする外部指摘を受け、内部調査していた県は27日、県庁で記者会見し、男性センター長（58）に「（男性職員との）面談で配慮を欠く面があった」などとして、保健福祉部長による口頭の厳重注意処分を行った、と発表した。パワハラについては「認定できない」とした。
An employee (male, 50) from the Tochigi Prefecture Animal Care & Control Center committed suicide due to power harassment at work, according to external sources. The prefecture conduted an internal investigation and held a press conference on the 27th. The head of the center (male, 58), had stated the employee "lacked consideration during meetings," and given the employee verbal reprimands for the Health and Welfare Department head. He claimed to "not recognize" any sort of power harassment.

内部調査でパワハラは認められませんでした。職員計28人に聞き取りを実施。職員の聞き取りからも職場にパワハラは認められなかった、とされました。
The internal investigation did not acknowledge any power harassment. They questioned a total of 28 employees. The questioning did not show any signs of power harassment in the workplace, apparently.
でもね、私は聞きました。職場の飲み会で頭からビールをかけられたことを。携帯を見せろと言われたのが一度ではないことを。
But you know, I heard this: that he had beer poured over his head a work drinking parties. That he wasn't asked once to show his cell phone.
職場では箝口令が敷かれ、職員は何も言えなかったでしょう。「山崎さんは職場で上司からの圧力を受けて辛かったと思います」なんて言ったら、自分の立場が危なくなることは明らかじゃないですか。つまりこの内部調査は騒ぎが大きくなってしまったので形だけ整えるために行われたことなのです。内部調査なんかしても誰も口を割らないであろうことはわかっていたのです。山崎さんが亡くなっているので当然山崎さんからの裏付けは取れない。県側の言い分を信じるしかない状況じゃないですか。
で、結果どうなったのか？
His work certainly has a gag rule, so they couldn't say anything. If they admitted to believing that Yamazaki-san was under pressure from his boss, they would be put in danger themselves. This is clear, isn't it? In other words, this internal investigation was carried out just for show and to make a lot of noise. They knew that no one would come forth. Yamazaki-san died, so clearly they can't verify his side of the story, so we just need to trust the prefecture, don't we?
「配慮を欠く面があった」として、保険福祉部長による口頭の厳重注意処分
は？口頭で「気をつけなきゃダメだよ」「はい、気をつけます」これで終わりなの？人が一人命を絶ってるんですけど！？
この結果に納得が出来ず、知事に面会を試みるも叶わず…。
県側がこれで終わりにしたいと思っているのは見え見え。県に対して、県内で活動する団体と個人が連名で出した要望書に対しての返答もない。
ここまでなのか…結局何も変えられなかったのかな。これじゃ墓前に報告出来ないよ。
Yamazaki-san "lacked consideration"? Verbal reprimands? What does this all mean? Like "Hey, be careful!" "Okay, I will," and that's it? One more person is gone from this world!
The results don't sit with me, and the governor won't hold a meeting...
It's so clear that the prefecture wants to just sweep this all under the rug. They're not responding to the petition against them with numerous individual and group names working in the prefecture.
Is this it...? So nothing's changing, then, is that it? We can't report this in front of his tombstone.
